But the most popular type of business in OPS has been and remains the rental of real estate. Almost every member of the union has a couple of similar companies. Despite their almost symbolic size authorized capital, these structures are a real “gold mine” for the Uralmash workers. “Even its managers probably don’t really know how much real estate Uralmash owns. I won’t say that this is half the city, but it’s very, very large,” says a lawyer close to the OPS.

Big trip for budget money

The resurgent Uralmash considers itself a high-flying bird. Its leaders do not “get hung up” on small contracts, stretching out their hands to real money. According to some reports, businessmen cooperating with the union are already making money from Olympic construction projects in Sochi. The OPS is using all government and Duma connections to enter the preparation programs for the World Cup. “Now the time is different. No one is a gop-stopper, no one pulls small stalls. The founders have become serious people and play big. They have their own people not only in the city and regional administrations, but also in Moscow. Connections in the prosecutor's office, FSB. They didn't need democracy, it only got in the way. Power was needed to get close to big money. That's why they shot at the authorities. Not to get in in a combat sense, but to get inside. Put on white collars, formal suits and manage financial flows.

Today, perhaps, only those over fifty remember the “dashing nineties” well. Nowadays, not everyone knows what the Uralmash OPS is. And these monuments in one of the cemeteries in Yekaterinburg who were these people? Why do they deserve such honors? But at the end of the last century, their names were on everyone’s lips: “criminal infantry”, “lads”, “authorities” and “thieves”. They left just such a sad reputation for themselves. And they rested. But did the criminals’ desire to get into power go away with them forever? I can't believe it. Argument of strength

They shot and blew up a lot more. In addition to shelling the building of the Sverdlovsk regional government and the regional department for combating organized crime with a grenade launcher, they prepared a terrorist attack on the Sverdlovsk railway. On January 14, 1998, on the Koltsovo-Ekaterinburg highway, as the motorcade of the governor of the Sverdlovsk region was passing, an explosive device equivalent to 70 grams of TNT went off. On June 16, 1991, the leader of the “Uralmash family” Grigory Tsyganov was killed. The group was led by his brother Konstantin. By that time, the “Uralmash men” already controlled and “guarded” not only markets and retail outlets in the Ordzhonikidze district of Yekaterinburg, but also the Uralmash sports complex, football and basketball clubs, and a boxing school.

Having formed their own “criminal special forces” led by Sergei Kurdyumov, the “Uralmashites” launched a real war, of which the city’s residents became hostages. Armed with automatic weapons, explosives and even grenade launchers, generously financed by the proceeds of racketeering, gangster squads fought real gangster battles on the city streets. Machine gunfire and explosions have become a nightmarish daily occurrence in the city of one and a half million people.

Despite active resistance, the “center” ones still lost to the “Uralmash team”. The loud execution of the leader of the “center” Oleg Vagin in the center of Yekaterinburg, on Anton Valek Street, is probably remembered by everyone who lived in the city at that time. He was shot with machine guns at the entrance of his house along with his guards. The new leader of the “center” Alexander Varaksin chose to divide the spheres of criminal influence on the terms of the “Uralmash lads”. The Central Market, several large shopping complexes and hotels in the city came under the control of OPS Uralmash.

The Uralmash team killed their competitors in Moscow, Voronezh, Kyiv and even Budapest. The further established alliance with the “blues” (as those who served time in a colony are called in the criminal community) finally formed the largest organized crime group in Russia in the Urals. Many young people, who did not even know that the proud name “Uralmash” is the “plant of factories” - the largest enterprise in the country - remembered a completely different “Uralmash” - an organized criminal community.

Argument from power

And then OPS "Uralmash" became the Social and Political Union (OPS "Uralmash"). Such a PR move was quite in the spirit of the times: it was no longer fashionable to be called bandits, it was necessary to change the appearance. The socio-political union, headed by Alexander Khabarov, was supposed to legalize and rehabilitate an openly criminal structure in the eyes of the public. Its members have already become intelligent people (some even with PhD degrees). They headed charities And boards of trustees. They were shown on TV in the company of respected people - politicians, businessmen, honored artists and deputies. They themselves (like Alexander Khabarov or Yevgeny Roizman) became deputies.

And the General Prosecutor's Office continued to tell the truth about them: criminal takeovers of enterprises, illegal mergers and purchases of shares. “Facts have been established of assistance to the raiders by individual law enforcement officers and courts. Raiding, combined with manifestations of corruption, harms state interests and undermines the foundations of private property and entrepreneurship. Raider takeovers are accompanied by bankruptcy of enterprises. Their targets often become strategic and socially significant enterprises, research and municipal institutions, historical and cultural monuments, the most vulnerable in market relations and with attractive real estate.” These are the lines of an official document written by prosecutors not in the “wild nineties”, but in the early prosperous 2000s.

How raiders became raiders

Despite the arrest of almost two dozen “Uralmash” militants and the flight abroad of their leader Sergei Kurdyumov, as well as the leader of the organized criminal group Konstantin Tsyganov, who was released from jail, the main goal of the community was achieved. No one could effectively resist Uralmash in the Sverdlovsk region. For former street punks and criminal authorities, a wide road was opened to enormous economic resources and political power region. The era of “criminal special forces” gave way to the era of “black raiders”, which brought fabulous wealth to the leaders of the Uralmash organized criminal group.

By the end of the 90s, the leaders of the “Uralmash” community Konstantin Tsyganov, Alexander Khabarov, Sergey Vorobyov, Sergey Terentyev, Alexander Kukovyakin, Igor Novozhilov, Dmitry Alferov, Igor Mayevsky, Andrey Panpurin, Alexander Kruk, Konstantin Koldan, Alexey Chaikin and others entered the the composition of the founders and directors of almost all the large commercial structures of Yekaterinburg that they took under control during the criminal wars and established their own “family” commercial bank CJSC JSCB “Oreolkombank”, the chairman of the board of directors of which was Vladislav Kostarev. The new member of the organized crime group had extensive experience in raider takeovers of industrial enterprises and for a long time participated in the creation of the financial and industrial empire of the notorious Ural oligarch Pavel Fedulev.

In a short period of time, all the main enterprises of the alcohol industry in the region came under the control of representatives of OPS "Uralmash": the Alkona distillery, the Ekaterinburg winery, the Zvezda alcohol plant, the Isetsky brewery alcohol factory. Everything was used - from blackmail and extortion to banal fraud and forgery of minutes of shareholder meetings. Enterprises were subjected to bankruptcy and liquidation, transferring assets and production facilities to Uralmash companies. Almost all sectors of the region’s economy fell into the sphere of interests of the OPS: metallurgy, mechanical engineering, timber processing, construction and the real estate market.

On May 6, 1999, OPS Uralmash was established and officially registered. The familiar abbreviation “OPS”, which meant “organized criminal community” to everyone, began to officially stand for “socio-political union”. This was the first open challenge to society and the state from organized crime. Members of the OPS became regional senators and deputies of regional and municipal representative bodies. Where the OPS captured another city-forming or socially significant plant, “their” mayors and heads of administration were placed everywhere. At the same time, a kind of “Uralmash” common fund was created - a certain LLC “Commander-Deposit”, the participants of which were all the founders of the “Socio-Political Union” in equal shares. It was in it that the shares, shares and assets of the enterprises that had undergone the expansion of the OPS were consolidated.

Only large financial and industrial groups were able to more or less successfully resist the “black” Uralmash raiders.

With the beginning of the new century, OPS raiders expanded the scope of their activities and reached the interregional level. For example, they took an active part in the sensational bankruptcies of the Samara Flour Mill, the Vyazemsky and Rzhevsky Flour Mills, the Smolensk Smolmyaso Enterprise, and the Chernogorsk Artificial Leather Plant in the Republic of Khakassia.

Hundreds of millions of dollars, proceeds from the theft of funds and property of bankrupt enterprises, the uncontrolled withdrawal of their assets, the sale of property complexes and production facilities, and tax evasion, poured into the pockets of the leaders of the organized crime group and the common fund of the community. Could former athletes, racketeers and street robbers ever even dream of such money?

The intimidated shareholders and owners of the enterprises stolen and ruined by the Uralmashites, as a rule, remained silent. Those rare criminal cases that the police did open on the facts of criminal bankruptcies were invariably terminated due to the lack of corpus delicti. Fortunately, the “black raiders” of the OPS never spared money on this.

In January 2007, Boris Timonichenko, who was then the head of the Internal Affairs Directorate of Yekaterinburg, publicly stated that there was no longer organized crime in the capital of the Urals. “There is not a single organized criminal community left in Yekaterinburg, nor the so-called “thieves in law,” the colonel categorically stated.

However, the head of the Yekaterinburg Internal Affairs Directorate kept silent about the fact that of the twenty-one surviving founders of the Uralmash OPS, only three Konstantin Tsyganov, Alexander Kukovyakin and Sergei Vorobyov, who was released from custody, went to live abroad. The rest run their business quite legally and live openly in Yekaterinburg. Most of the markets, entertainment and shopping complexes in Yekaterinburg and the region, as well as a number of industrial and private security companies remained under the control of the OPS.

In September 2004, in the capital of the Urals, at noon, in the central square of the city, in front of a crowded crowd and the authorities, a meeting of crime bosses and shaven-headed “brothers” took place. The leader of the Uralmash OPS, deputy of the Yekaterinburg City Duma Alexander Khabarov, loudly appealed to the “kindest” feelings of the comrades present: “All sorts of dandruff came here in large numbers... They began to spread rumors regarding comrades Trofa and Karo. Our city and region are normal. The city is stable now. Everyone has found understanding with each other, we have normal relations with everyone. Everyone sat down at a common table. Here is Varaksin center, Ivanov and Volodya Samosval, there are “Afghans” and other diasporas. And for all of us, so that everyone understands, there are two thieves: Trofa and Karo. We respect and support them in everything. And tell everyone, this applies to all representatives of all cities...”

Thus, the Uralmash community intervened in the redistribution of spheres of influence between thieves’ communities, putting the population of Yekaterinburg and the region in front of a real threat of a new bloody criminal war. In just two days, cafes belonging to representatives of the Azerbaijani and Armenian diasporas were destroyed, blown up or burned in Yekaterinburg, Verkhnyaya Pyshma, Nizhny Tagil and Severouralsk. Several people were injured and one died.

The reaction of the federal authorities this time followed immediately. On November 26, 2004, Russian Minister of Internal Affairs Rashid Nurgaliyev signed instruction No. 952 “On suppressing the activities of organized criminal groups and corruption in the Sverdlovsk region.” The terrible and hitherto unknown word “decriminalization” permeated the speeches and reports of Sverdlovsk law enforcement officers. Personnel changes in the Sverdlovsk Regional Prosecutor's Office, the Central Internal Affairs Directorate and the Main Directorate of Internal Affairs of the Ministry of Internal Affairs for the Ural Federal District shook up the security forces.

The leader of the OPS, Alexander Khabarov, was accused of coercion into the deal and was imprisoned in a pre-trial detention center, where he died under unclear circumstances. Criminal leaders Alexander Varaksin and Alexander Kukovyakin were put on the wanted list. Sergei Vorobyov was arrested.

From the materials of the Crime Squad in metallurgical complex BEP of the Main Internal Affairs Directorate for the Sverdlovsk Region (in cooperation with the Main Directorate of the Ministry of Internal Affairs of the Russian Federation for the Urals Federal District and the FSB Directorate for the Sverdlovsk Region): a set of measures was carried out to decriminalize industrial facilities in the Sverdlovsk Region in order to identify and solve crimes committed by the organized raiding group of Vladislav Gennadievich Kostarev, controlled by the criminal community "Uralmash" .

Currently, 25 main participants in the criminal group, more than 80 persons involved in criminal activities at different times, and over 60 false enterprises used in criminal activities have been identified.

One of the main financial instruments used in criminal activity schemes was the Joint-Stock Commercial Bank Oreolkombank, CJSC, specially established for carrying out criminal activities by the leaders of the Uralmash PS Khabarov A. "Authority" wants to become a lawyer

On Monday evening, one of the leaders of the organized criminal community (OCC) “Uralmash”, Sergei Terentyev, also known by the nicknames Terekha and Bogomaz, was released from pre-trial detention center No. 1 in Yekaterinburg. Supreme Court Russia dropped all charges against him, for which he received 13 years in prison.

Sergei Terentyev was one of the main defendants in a criminal case considered in 1999-2001 by the Sverdlovsk Regional Court - 17 members of the Uralmash OPS were accused of organizing a criminal community, terrorism, murder, robbery, extortion and other crimes.

According to investigators, the militants of Uralmash, whose leaders were Terentyev and Sergei Kurdyumov, who had been previously convicted several times, in the early 90s launched a real war against their competitors from the “central” group. During the fighting, 28 people were killed, including the director of the insurance company EKSO Ltd. Oleg Vagin (he, along with three guards, was shot from three machine guns near the FSB building), director of the Nadezhdinsk NPO Sergei Malofeev and “authority” Sergei Dolgushin (both were shot in front of dozens of witnesses), owner of MiKuch LLP Mikhail Kuchin and former Afghan officer, owner of the Erkas chain of stores, Viktor Kasintsev. And the general director of Ural-Region JSC Nikolai Shirokov was dealt with abroad - he was killed along with three guards in December 1993 in Budapest. The most notorious crimes for which the defendants were accused were also committed in 1993. For example, in response to the arrest of one of the leaders of Uralmash, Konstantin Tsyganov, bandits fired grenade launchers at the buildings of the RUBOP and the regional administration.

Tsyganov, however, was soon released, and he left for Israel. Kurdyumov also did not make it to trial - he was released on a small bail due to a serious illness. The “authority” disappeared and is still wanted. The verdict to the remaining bandits was announced in November last year. Terentyev, found guilty, among other things, of terrorism, received 13 years in the camps. His accomplices were given from 5 to 15 years. Almost all of the convicts, who defended Terentyev in every possible way during the trial, taking upon themselves the episodes imputed to him, appealed the court’s decision. But only Terentyev’s lawyers were successful. First, they achieved a mitigation of the sentence: for one year, and at the end of May of this year, the Supreme Court of Russia left no stone unturned against the previous charge. The High Court recognized that the investigation against Sergei Terentyev was carried out with gross violations, and he himself was convicted without concrete evidence of guilt.

Last week, exculpatory documents from Moscow arrived in Yekaterinburg, and on Monday evening Sergei Terentyev left Yekaterinburg pre-trial detention center No. 1.

During the time he was in prison, the Uralmash OPS transformed into a socio-political union of the same name. Members of Uralmash began to fight the drug mafia (they managed to imprison many gypsy businessmen from Yekaterinburg and some police officers who covered them), took up business and even legislative activity. Several OPS leaders were elected to city ​​council Yekaterinburg and the House of Representatives of the Legislative Assembly of the Sverdlovsk Region.

Sergei Terentyev himself, who has already left Yekaterinburg, does not want to get involved in big politics yet and, according to him, the first thing he is going to do is improve his health. While serving his sentence, he fell ill with tuberculosis and acquired a whole bunch of other chronic diseases. Having recovered, Sergei Terentyev will take up education. He claims that during his six years of imprisonment he realized the need to obtain a legal education and intends to enter the Ural State Law Academy in the near future.

Meanwhile, the regional prosecutor's office, which investigated the Uralmash case, intends to keep an eye on the released Terentyev. According to employees of the supervisory authority, surveillance of him will be carried out by employees of the Organized Crime Control Department “as part of measures to combat organized crime.”

The reason for them was the investigation of a criminal case of an attempt on the life of the former head of the Kurgan Region Internal Affairs Directorate, Boris Timonichenko. The searches at the Grand Avenue Hotel became known this morning around 10:00. Employees of the Sverdlovsk department of the Investigative Committee came to the address with the support of riot police of the Russian Guard. A letter as a reason for searches

On February 19 of this year, ex-policeman Boris Timonichenko was shot at the entrance of his own house on Botanika. On July 20, Dudko’s lawyer Alexander Beloborodov invited journalists to his office at Uralmash, where he read a letter from his client. In the letter, Dudko stated that both he and Timonichenko worked in the team of Nikolai Ovchinnikov in the 90s. From 1995 to 2000, Ovchinnikov headed the Internal Affairs Directorate of Yekaterinburg. Dudko denied his participation in the assassination attempt on his former fellow soldier, said that they were trying to frame him, and hinted at revenge on the part of those whom he imprisoned.

“Time has passed, and, in my opinion, the time has come for revenge on us, the old guard. Many crooks got free when they were released as adults. Unfortunately, there were a lot of them, and they hit both Boris and me at the same time. Devilishly, they pushed their heads together on the basis of an imaginary order and hostility,” Dudko put forward his version in a letter.

One of our publication’s interlocutors said that it was this July letter from Dudko that served today as the reason for conducting searches in Grand Avenue. It is curious that in the text signed by Dudko, the names or names of structures that, from his point of view, are related to the “provocation” of the attempt on Timonichenko are not written anywhere. In just one line, the ex-silovik mentioned that he worked “in the most difficult direction,” at Uralmash.

Who in their right mind can claim that Uralmash or Sergei Veniaminovich [Terentyev] are involved in the assassination attempt [on Timonichenko]?

He, by the way, admits that “there is a conflict with Vekselberg” and concerns the utility business - “T Plus” stole 1 billion rubles.” However, the dispute is entirely resolved “in arbitration court”. Moreover, the attempt on Timonichenko’s life, in his opinion, is an absolutely illogical step. Firstly, people from the Uralmash OPS, taking into account the background of this association, will be the first to be checked. Secondly, Timonichenko is absolutely not the right figure in T Plus for an attempt on his life to change anything.

“Well, this is pure nonsense: where is Timonichenko and where is Vekselberg?! Does anyone seriously think that Vekselberg, after shooting at one of his “security guards,” will get scared, change his shoes in the air and change the company’s policy?! This whole story is one complete provocation. For someone, and we understand who, it is very beneficial for the Uralmash OPS to be mentioned in connection with the assassination attempt,” says our interlocutor.

Lawyers for Oleg Dudko, Alexander Beloborodov and Igor Kazakov, Maxim Razinkin, in a conversation with a website correspondent today, also reported that their clients had not recently changed their testimony and did not give reason to suspect any of the Uralmash members of participation in the assassination attempt. At the same time, Razinkin recalled that for searches in office premises only a decision of the investigation is needed (searches of housing are carried out only with the permission of the court or such permission must be obtained within 24 hours after the special operation) and the basis can be any operational intelligence data. “What kind of data this is, we may never know,” Razinkin emphasized.

Turin conflict

According to the main version, which is being discussed in Terentyev’s circle, the searches are related to the conflict in Nizhnyaya Tura, where the interests of T Plus and the City Energy Service Company LLC (GESKO), close to Terentyev, collided. “T Plus has reached a dead end in the fight against our heat supply structure in Nizhnyaya Tura. We beat them in the courts, and they try to take revenge. Timonichenko is the deputy for security at T Plus, so they are trying to connect us with the attack on him,” he noted. He added that in 2012, T Plus “broke accounting units and issued fake invoices,” and concluded that “T Plus knows what an unpleasant situation they can find themselves in,” so they are now looking for any way out. Apparently, we are talking about the 1 billion rubles mentioned above.

According to SPARK, the director of GESKO is Grigory Tregubov, and the sole owner is Igor Cherepakhin, who was previously associated with LLC "UK Dom", LLC "UK Ekaterinburg", LLC "ZhK Admiralsky", LLC "UK Tatishchevskaya" in Yekaterinburg. These management companies are also associated with Terentyev.

Executive Director of GESKO Igor Zhuravlev claims that T Plus used a “standard scheme” in Nizhnyaya Tura: “the worse the networks, the better business" “It works like this: the more worn out the networks are, the more heat is lost into the air and, accordingly, the more resources are needed to supply the city,” he says. According to Zhuravlev, T Plus rented municipal networks in Nizhnyaya Tura for about 10 years, and their quality left much to be desired. In the summer of 2014, the Nizhnyaya Tura mayor’s office entered into a concession agreement with GESKO, transferring the network to it for lease. “T Plus” didn’t even enter the competition at that time. “According to the agreement, we were supposed to invest about 35 million rubles in the modernization of networks, but we invested more than 80 million rubles,” says Zhuravlev.

A website source at T Plus PJSC confirms that the company had a conflict in Nizhnyaya Tura with GESKO. But the energy structure sees the situation differently. “The debts that accumulated before 2015 for heat energy are huge, and, apparently, GESCO is not going to repay them,” says a source in the company. According to him, T Plus is now trying to recover about 480 million rubles in court. The company categorically denies all accusations, including information about fake invoices, as well as the fact that T Plus deliberately did not repair the networks. “In 2015, we stopped applying for competitions (for renting networks - Znak.. Then the networks were rented by the company GESKO. “We handed over the networks according to the act, they were in better condition compared to what we received at the time. Accident rates were reduced ", - say the company.

The arbitration court file actually contains many cases of “T Plus” against GESCO. In one of them, T Plus is trying to recover more than 200 million rubles from GESKO. In other claims, the amounts are smaller, for example, about 20 million rubles or about 13 million rubles. But the essence of the dispute is practically the same: “T Plus” demands collection of debts for the supplied thermal energy, and GESKO does not recognize the amount, insisting that the metering units were broken. “As of today, there is not a single decision in favor of T Plus that would finally come into force,” emphasizes the SESKO.

Double receipts and verification by the prosecutor's office

As the press secretary of the regional department of the supervisory agency, Marina Kanatova, told the site, based on a number of requests from residents of the municipality, the Nizhny Tura prosecutor’s office carried out an appropriate inspection. According to the data obtained during it, Sverdlovsk Heat Supply Company LLC (now the Sverdlovsky branch of T Plus PJSC) previously actually acted in Nizhnyaya Tura as a guaranteeing supplier of hot water and heating. However, from October 1, 2014, this function was transferred to GESKO LLC. Accordingly, payments from consumers should have been transferred to the accounts of this structure. However, until December 31, 2015, the collection and transfer of utility bills in Nizhnyaya Tura was carried out by EnergosbyT Plus OJSC (a subsidiary of T Plus PJSC). And in April 2015, this structure transferred payments from the population to STC as payment for consumer debt for heat and hot water consumed before October 1, 2014.

Further, in May 2015, EnergosbyT Plus employees again issued double receipts to consumers, including the debt incurred in April 2015 to GESKO.

“At the same time, Energosbyt Plus OJSC did not inform either consumers or City Energy Service Company LLC about the “double” payments,” the prosecutor’s office emphasizes. Since January 1, 2016, RCC LLC (director and co-owner Vladimir Tkachev) has taken over the collection of utility bills in Nizhnyaya Tura. However, in March, this structure also began to issue inflated bills to consumers - “indicating the debt, as well as penalties accrued in connection with its presence.” “The basis for presenting these debts to consumers was the information and documents provided by EnergosbyT Plus OJSC,” the prosecutor’s office states.

At the moment, a proposal has been submitted to the director of the Sverdlovsk branch of Energosbyt Plus, Georgy Kozlov, on behalf of the Nizhnyaya Tura prosecutor’s office, demanding that the violations be eliminated. The regional department of the supervisory agency took control of the situation.
