The State Duma Committee on Ecology proposed monitoring the implementation of the law on separate waste collection

On January 1, the law on separate waste collection came into force, the implementation of which was discussed on February 15 in the State Duma. It turns out that so far the regions are in no hurry to implement the law, and 79 percent of Russians reported that there are not even special containers near their home.

All types of garbage are still in one bag

The law was adopted by the State Duma on December 22 and approved by the Federation Council on December 26. The President signed the document on December 31. “We adopted the law, fulfilling the president’s instructions, which three departments did not fulfill, although they were instructed to do so,” said the head of the Duma Committee on Ecology (United Russia). The document allows stores and households to accumulate waste without a license. The latter were also allowed to sell recyclable materials directly, and product manufacturers were given the opportunity to set up a specialized collection system. Facilities environmental fee Now they are going to create recycling capacities.

The law establishes that regional authorities must coordinate with citizens the location of sorting stations, waste incineration plants and landfills. At the same time, each subject of the Federation will determine how much waste must be collected separately. Meanwhile, as a survey by the National Agency for Financial Research shows, only 22 percent of Russian residents collect garbage separately. At the same time, the majority of citizens - 79 percent - note that in the place where they live there are no special containers for separate waste collection.

The meeting of the State Duma Committee on Ecology began with the showing of videos and photographs, which show that the “garbage reform” is not being implemented very successfully. In some regions, three garbage bins are installed, but they continue to throw everything in there together. The Skolkovo Innovation Center has garbage containers with three different icons, but the garbage bag is the same. Vladimir Burmatov drew attention to the fact that even if citizens themselves deliberately sort garbage, scavengers often dump the contents of containers in one place. “I see the problem that the Ministry of Nature of the Russian Federation and a number of other departments have not prepared the regions for the transition to a system of separate waste collection,” the deputy noted. - As a result, all conditions and opportunities have been created by law, but in fact it is often a question of profanation and discrediting of the entire idea. In my opinion, this is absolutely unacceptable and contradicts the instructions given by the president.”

Each region will be checked

The Committee proposes to conduct federal monitoring within the framework of parliamentary control. It is proposed to monitor not only the separate collection of waste, but also how waste is disposed of. “You can collect it separately, and then take everything to the landfill and dump it back into a pile,” stated Vladimir Burmatov. Deputies will also monitor how the discussion of territorial layouts for landfills and waste incineration plants is progressing. These issues, in accordance with the law, must be discussed at public hearings.

During the monitoring, it is planned to check how the distribution of environmental collection funds is proceeding and their development. During regional weeks and on trips to the regions, deputies will assess the situation with waste collection in their regions, and on April 3, the State Duma will hold a video conference call with 85 regions, where they will discuss what problems exist in each territory.

The law on separate waste collection will not be able to work without by-laws, noted the vice-speaker of the State Duma (United Russia). She noted that there are no by-laws regarding public discussion of territorial layouts for sorting stations and waste incineration plants. “In essence, there is no possibility of implementing the law, and this is the most important point", - she said. Vladimir Burmatov emphasized that the decision to prepare by-laws was made back in 2016 in a State Duma resolution signed by the speaker of the chamber.

Motivate financially and improve environmental culture

The deputy chairman of the State Duma Committee on Ecology (LDPR) emphasized that separate waste collection needs to be stimulated financially. At meetings in the Government it was already said that a reduced tariff could be approved for separately collected waste.

The Ministry of Construction also reported that a draft resolution of the Government of the Russian Federation has been developed, which makes changes to several regulations at once. According to the Deputy Minister of Construction and Housing and Communal Services Andrey Chibis, for the removal of waste that consumers themselves sort, the tariff should be lower, since Russians take on part of the work of converting waste into secondary raw materials.

It’s not about finances and repressive measures, but about the environmental education of the individual, says a member of the State Duma Committee on Ecology and Environmental Protection, a deputy from “ Fair Russia". He is sure that for now ecological culture There are not enough Russians for the idea of separate waste collection to take root. “Separate collection should be considered inseparably from environmental education,” agreed the first deputy chairman of the Committee on Environmental Protection (United Russia). This issue will be discussed at the beginning of June at a meeting on environmental education.
