While Alikhanov himself constantly gave informational reasons and willingly communicated with the press, Governor Zinichev, despite his public position, almost did not communicate with the press, and his rare public appearances were surprisingly fleeting. On October 6, 2016, Evgeniy Nikolaevich turned to the President with a request to transfer him to another job. Putin granted the request of his former security guard, and appointed Alikhanov as acting governor of the Kaliningrad region, with whom he previously held a meeting. Both Mikhail Khubutia and Eduard Ioffe are on the US and Canadian sanctions lists as close to the head of the state corporation Rostekhnologii Sergei Chemezov.

Alikhanov himself hastened to refute the family connection between his wife’s grandfather and Mikhail Khubutia, thereby disowning Chemezov as well. The last elections, of course, were predictable in terms of the result. A high percentage of votes in support of Alikhanov is a rating of expectations and hope. Such a result, in addition to the understandable feeling of a convincing victory, also contains many risks. The higher the expectations, the more difficult it is to meet them later. Here I just wish you good luck and correctly aligned priorities.

The headquarters were concerned about the turnout. The region showed a turnout commensurate with the usual electoral activity of residents of the region, but in the proposed conditions of a quiet campaign, this is a very good indicator. Residents of the region still demonstrated their desire to participate in political processes and express your position.

The turnout shows that we have less than 40 percent of disciplined people. They, of course, can be mobilized, especially in the regions, but in Kaliningrad this system works worse. I thought that we would have about 70 percent for the leader, but it turned out that the opponents played really badly here. Everyone understands Revin’s possible potential and the fact that he will not invent anything new. Mishin is very new person. It wasn't that he relaxed, he couldn't tense up. If Zhirinovsky had come to warm up for him, they could have jumped into second place. Alikhanov was born on September 17, 1986 in Abkhazian Sukhumi; in 1992 he moved with his family to Moscow after the armed conflict between Abkhazia and Georgia began. Alikhanov’s father is an entrepreneur, his mother is a doctor, and his younger brother is studying at a medical university.

Anton Alikhanov has two higher education in the specialties "Finance and Credit" and "Jurisprudence", which he received at the All-Russian State Tax Academy of the Ministry of Finance of the Russian Federation. Then he received a PhD in Economics.

In 2010, the elected Kaliningrad governor entered the civil service at the Federal Ministry of Justice, where he dealt with issues of customs regulation and prepared a draft resolution of the Russian government, which banned the purchase of foreign cars for government needs.

They received him coldly - they settled him in a low-prestige area, some businessmen even said that Tsukanov’s entourage did not recommend that they resolve issues with a newcomer...

But already in the summer next year the situation is changing. Zinichev becomes the acting head of the region, and Alikhanov becomes the head of the regional government. Tsukanov was appointed plenipotentiary representative to the Northwestern Federal District.

Two months later, as soon as Alikhanov turned 30 years old (according to the law, the region cannot be headed by a younger person), Zinichev resigns, and the head of the regional government becomes acting governor. And since the fall of 2017, Alikhanov won 81% of the votes in the elections - and became a full-fledged head of the region.

Behind-the-scenes struggle

Despite the fact that in words both Tsukanov and Alikhanov declared peace, in essence there was a confrontation between them. Sometimes it came out. Thus, the plenipotentiary publicly scolded Alikhanov for high salary debts. In response, he sharply criticized the head of the regional labor inspectorate, who overlooked these debts. The piquancy of the situation is that this gentleman is the husband of Tsukanov’s sister.

Another example. Once the plenipotentiary came to the region on an unofficial visit. And during the event, he promised to appoint the head of his secretariat as the head of the Gusevsky district (this is Tsukanov’s homeland). But Alikhanov refrained from coordinating the resignation of the current head of the district. As a result, the plenipotentiary looked pale.

It was rumored that Tsukanov even suggested that the Kremlin nominate any other candidate for the gubernatorial elections, but not Alikhanov. After a meeting of the regional government, where they considered the draft regional budget for 2018, he was asked: will compensation for kindergarten? He replied: “No.” - "Why?" - “By the head of cabbage.” “This is a serious question,” the journalist insisted. “This is a serious answer!” - Alikhanov retorted. The correspondent threatened to publish it, and the head of the region began to explain for the hundredth time why the compensation would not be returned...

Lobby of technocrats

“When selling new technocratic governors to the regions, they focused on their ability to lobby,” says political strategist Valentin Bianchi, identifying one of the main challenges that the new governor may face. - For the Kaliningrad region this is especially critical due to its specific structure. But Alikhanov’s successes in this sense are very modest. I think the hopes of both business and the population for new benefits will not be justified.

The connections of the governor’s father, apparently, are indeed exaggerated: he was one of the co-owners of the Rusmyasomoltorg company (20%), which went bankrupt, and before that, for a couple of years, according to SPARK, it showed losses. Alikhanov Sr. had several more assets, but in 2015-2016 the business began to have problems and most of the companies were liquidated.

Only one influential relative of the young head of the region is indisputable - the grandfather of his wife Daria - Mogeli Khubutia, the famous transplantologist, president of the Research Institute of Emergency Medicine named after. Sklifosovsky.
