Regulations for conducting commodity and commercial operations

at JSC AK Transneft

(PSP, RNU, OJSC MN, OJSC AK Transneft).

1. General provisions, purpose of the regulations.

1.1. This Regulation establishes a uniform procedure for conducting commodity and commercial operations in JSC AK Transneft from the level of PSP, PSN, NPS, LPDS (hereinafter referred to as PSP), district oil pipeline department or management of main oil pipelines (RNU or UMN, hereinafter RNU), joint-stock companies of main oil pipelines oil pipelines (hereinafter referred to as OJSC MN) to OJSC AK Transneft. If there is no RNU in the structure of OJSC MN, read LPDS instead of RNU.

1.2. The regulations determine the duties and responsibilities of the personnel of the divisions of OJSC MN and OJSC AK Transneft in accordance with the staffing structure of the divisions for ensuring and conducting commodity and commercial operations, the procedure for interaction of commodity and commercial services.

The requirements of this regulation are distributed according to the responsibilities of the structural departments and services of OJSC MN, OJSC AK Transneft.

1.3. The Regulations were developed on the basis and taking into account the requirements of existing regulatory documents:

· Instructions for accounting for oil during its transportation through the main oil pipeline system of JSC AK Transneft, approved by the State Standard of the Russian Federation, registered by FSUE VNIIMS on August 28, 2001, registration code FR.1.28.2001.00274 (1).

· RD 153-39.4-042-99. “Guidance document. Instructions for determining the mass of oil during accounting operations using systems for measuring the quantity and quality of oil”, approved by the Ministry of Fuel and Energy of Russia, 2000. (2).

· MI 2483-98 “GSI. Error standards for the balance of delivered and received oil in joint stock companies for oil transportation. Calculation methodology”, approved by VNIIMS, 1998. (3).

· Guiding document “Methodology for determining the norms of technological oil residues in the tank farms of JSC AK Transneft”, approved by JSC AK Transneft, 2001 (4).

· “Regulations on the reception and movement of oil in the system of main oil pipelines”, approved by the Ministry of Fuel and Energy of Russia, 1995 (5).

· Standard requirements for the “System for measuring the quantity and quality of oil for accounting operations during oil transportation”, approved by JSC AK Transneft, 1999 (6).

· Regulations on the organization of planning and registration of stops of main oil pipelines, approved by JSC AK Transneft in 2000 (7)

The idea of ​​creating an electronic archive was born in the depths of Transneft Finance LLC back in 2012. Working with paper documents caused too much trouble for financiers. It took from a day to a week to find them and create selections for various regulatory authorities.

“We took our colleagues’ ideas as a basis, but proposed a slightly different option, more advanced from our point of view,” says Sergey Prokin, head of the production automation department of the Information Technology Department of Transneft OJSC. - Our proposal was not just to make an electronic storage of primary accounting documents, but to integrate it with the accounting system.

They decided to implement a pilot project for creating a corporate electronic archive on the basis of OJSC North-West Main Oil Pipelines (SZMN) and in the branch of Transneft Finance LLC serving it in Kazan. After a preliminary examination in the SZMP Management Office and in the regional oil pipeline departments (RNU), it became clear: for the smooth functioning of the ECD CIS, some organizational changes are necessary. A separate division appeared - the operational support department (OSD), which was entrusted with all the work of scanning, verifying and archiving documents.

“The signed accounting document is transferred to the LLC and after certain actions (assigning a barcode, scanning, verification) ends up in the EHD CIS,” explains Prokin. - The paper original remains in the archive maintained by the LLC, and all further work takes place with an electronic image of the document. Accountants practically do not see paper documents, except for those that, according to regulations, require the signature of Transneft Finance specialists.

YOU GET USED TO THE GOOD

Breaking an established work pattern is always difficult - no matter what it is, a person gets used to it and has an ambivalent attitude towards the new. CIS EHD was no exception in this sense.

At the first stage, people were wary of the innovation, but as the system began to advance, the attitude changed for the better, says Sergei Prokin.

The implementation of the ECD CIS took place from November 2012 to April 2013, and its trial operation began in May last year. It was divided into two stages: the first - the Management Apparatus of the SZMN, Kazan and Udmurt RNU, the second - Almetyevskoye, Romashkinskoye and Perm RNU. According to Prokin, as part of the trial operation, employees got used to the operation of the system, formulated some additional requirements for it that were not initially provided for in the project, and the developers eliminated individual errors. The option proposed by the department for integrating the CIS EHD with the existing Galaktika accounting system at the enterprise also justified itself.

This made it possible to automatically fill in some of the attributes in the accounting system based on recognized scanned images of documents - explains the project manager of the contractor for the development and implementation of ECD CIS. -It is now possible to view scanned images of documents directly in the accounting system interface, and the ability to mass process scanned images of documents (print/upload) from the accounting system.

An electronic archive of primary financial documentation linked to the accounting system has greatly simplified the search for necessary documents both for use in daily work and for provision at the request of regulatory authorities.

THERE IS SUCCESS

The system was put into commercial operation on November 25, 2013, but since August, almost all primary documents have already passed through the ECD CIS. The introduction of a new solution has changed the main business processes of the enterprise in working with financial documentation: from receiving primary accounting documents from counterparties, processing them and entering information into the accounting system, to filing primary accounting documents in files and transferring completed files for permanent storage in the archive. The time it takes to find the necessary documents has also been reduced.

- We have at our disposal reliable technology for entering, processing and storing documents, - states the head of the information technology department of SZMN Airat Sadreev. - Now we can scan and send primary documents for processing directly at remote sites, which will reduce the cost of physical delivery of documents.
“We are now receiving requests from SZMN about optimizing their paper flows of financial documents,” says Sergey Prokin. - After working with the system, employees come up with suggestions on how to optimize the circulation of papers in their localities, in the RNU, thus freeing up people and reducing transportation costs. Today this work is already underway, and as a result the process will be seriously optimized.

RELEASED IN CIRCUIT

The result obtained at SZMN left no doubt that the system needs to be replicated throughout the company. This is planned to be done in the near future, which will allow Transneft to create a unified information space for entering, registering and storing financial documents, minimizing employee labor costs when preparing reports at the request of regulatory authorities, and improving access to information.

The first followers of SZMN in the implementation of CIS ECD will be Vostoknefteprovod LLC, Dalnefteprovod LLC, Chernomortransneft OJSC and Uralsibnefteprovod OJSC. The companies plan to implement the project in these subsidiaries by the end of the year. According to a special scheme, the system will be implemented in the largest subsidiary - OJSC Sibnefteprovod. A full inspection will be carried out there this year, and the system will be put into operation next year.

Also, next year it is planned to introduce CIS ECD in five more subsidiaries. According to representatives of the Information Technology Department of AK Transneft, all major enterprises of the company will be covered by the system as early as 2016. Then its phased implementation will begin in small subsidiaries.

- CIS EHD is a universal product, it can be integrated into any accounting systems, including Galaktika, 1C, and SAP, which is currently being implemented. All this will be further studied,” says Sergei Prokin. - The system has prospects, and the process of its improvement will be constant. In general, the new solutions will be standard, the same for all subsidiaries. In other words, if any enterprise has a desire to make a change in the system, then its necessity will first be discussed, and if it is proven, then the changes will affect all subsidiaries. That is, there will not be several versions of the system.

As part of the company's IT strategy, a decision was made to create a corporate archive in a broad sense.

“CIS EHD - an archive of financial documentation - is the first step towards the implementation of such a global approach,” notes Prokin. - Now, following the example of financial documents, the process of introducing an electronic archive system for technical documentation is underway: this is all design, executive and operational documentation. All these archives will be united by a single interface, and any document can be found, no matter in what storage it is located. This will ultimately make it possible to create a global archive, where there is no need to store paper, where you can always find the right document upon request, view it, and use it in your work.

    1. OST objects are subject to protection from lightning strike, its secondary manifestations and static electricity in accordance with RD-91.020.00-KTN-276-07, RD-91.020.00-KTN-259-10, SO 153-34.21.122-2003, RD 34.21.122-87.

    2. Operation of the KSZ must be carried out in accordance with the requirements of PUE, PTEEP, RD 153-39.4-056-00, RD-29.020.00-KTN-087-10, Rostechnadzor regulations and this document.

6 Requirements for KSZ from exposure to hazardous factors of lightning, static electricity and sparking

6.1 General provisions


      1. The protection of buildings, structures, equipment, apparatus and other objects must be carried out in accordance with design decisions. Any deviation from the design documentation during construction or reconstruction must be agreed upon with the design institute and included in the as-built documentation.

      2. During operation, the state of the KSZ must be maintained in accordance with the as-built documentation; changes are allowed only in terms of improving the electrical parameters (driving in additional grounding electrodes, laying additional grounding lines). All changes made to design solutions must be confirmed by as-built documentation and agreed upon with the design institute.
